Rwanda Launches Campaign To Address Cross-Generational Sex
The Rwanda Ministry of Youth recently launched a six-month campaign aimed at reducing the trend of cross-generational sex, which some health officials say is contributing to the spread of HIV among young people in the country, the New Times/AllAfrica.com reports. Rwanda"s National Commission for the Fight Against AIDS, USAID and Population Services International launched the campaign urging youth to avoid having sex with older people. The minister of youth, Protais Mitali, said that all institutions in the country should help address the trend in order to curb the spread of HIV among young people. According to Anita Asiimwe, executive secretary of the commission, data show that Rwandan women ages 20 to 24 are five times more likely to be HIV-positive than men their age. She added that statistics indicate that one out of every 10 girls had her first sexual experience with a man 10 or more years older. She added, "Since older men are much more likely to be [HIV-positive] than their male counterparts, young girls appear to be getting infected by older men, rather than by boys of their age." Staci Leuschuer with PSI Rwanda said that there are lower rates of condom use among young people, noting that about 40% of young people report condom use and that about 24% to 25% of girls ages 15 to 24 are using condoms (Mutara, New Times/AllAfrica.com, 5/24).

Emergent BioSolutions Receives FDA Approval Extending Shelf Life Of BioThrax (Anthrax Vaccine Adsorbed) To 4 Years
Emergent BioSolutions Inc. (NYSE:EBS) announced that its flagship product, BioThrax® (Anthrax Vaccine Adsorbed), has been granted a shelf life extension from 3 to 4 years by the U.S. Food and Drug Administration (FDA). Based on this approval, Emergent has achieved a contract milestone warranting a payment of approximately $30 million for doses previously delivered to the Strategic National Stockpile (SNS) under the terms of the company"s existing BioThrax procurement contracts with the Department of Health and Human Services (HHS). This amount is expected to be recognized as revenue in the second quarter of 2009. In addition, FDA approval of 4-year expiry dating results in an immediate price increase for the future delivery of BioThrax doses under the current contract as well as under the follow-on multi-year contract, valued at $405 million, for the delivery of 14.5 million doses of BioThrax.

G8 Off Track On Aid Commitments To Africa; France, Italy Responsible For 80% Of Shortfall, Report Says

The Group of Eight (G8) industrial nations are "collectively off course in delivering on a 2005 pact to more than double aid to Africa through 2010," according to an annual report released Thursday by the One Campaign, Reuters/Washington Post reports (Wroughton, Reuters/Washington Post, 6/11). "One said the world"s richest countries had delivered only a third of the extra aid they promised by 2010, despite being two-thirds of the way to their deadline," according to AFP/Google.com. Italy and France are responsible for 80 percent of the shortfall, according to the report. On the other hand, Canada, Japan and the U.S. were meeting their aid commitments, while Britain and Germany were pushing hard to meet more ambitious targets, the report found. One"s 2009 DATA report was released just a day before G8 finance ministers are scheduled for a two-day meeting in Italy, AFP/Google.com reports (AFP/Google.com, 6/11). The report tracks the progress of the G8"s 2005 promises made during a meeting at Gleneagles, Scotland, the Mail & Guardian reports (Mail & Guardian, 6/11). According to the report, it will be "challenging" for G8 nations to "get back on track to keep their commitments" because of how "far some G8 countries have drifted from their promises" (Reuters/Washington Post, 6/11). Al Jazeera reports that France"s development assistance to Africa "took a dive" between 2007 and 2008, and the country has "delivered only seven percent of what it promised at Gleneagles." Italy has so far delivered "only three percent of what it promised and has cut aid to Africa since the 2005 summit."
